Define Rules for Windsurf

Previously cursor can define rule used in in various project, but now windsurf also has such feature.

Now Windsurf supports adding a .windsurfrules file to the project root to define AI rules (similar to .cursorrules). The Cursor Rules Manager extension (Cursor Rules Manager) which can also be used in windsurf provides 70 predefined rules for different programming languages and frameworks.

also windsurf can also define a global windsurf rules that can be used accross various projects.
